Why must an owner add a phone number and address?

We ask for as little information as possible during registration. A phone number and address become required only when an owner wants to publish a listing and make a vehicle rentable.
The account address and private vehicle location are not public listing address fields. Public search uses the city or region and, when needed, an approximate location.
